Massachusetts Patient Advocacy Alliance and Veterans Alternative Healing believe that the Department of Public Health "lacks statutory authority" to charge medical marijuana patients for cards. The budget amendment could "enshrine such fees into law" and may cause "irreparable harm" to the Initiative law approved by Massachusetts voters in 2012.
